NCHIs are meant to be recorded for incidents ‘clearly motivated by intentional hostility’ and where there is a genuine risk of significant escalation, government guidance says. But the police have been accused of wasting ‘valuable time’ on investigating so-called hate crimes such as an ‘aggressively-administered haircut’ instead of ‘real crime’.
